Education: In 2001 – 2005 studied in Ivane Javakhishvili State University of Tbilisi, Georgia at the faculty of Computer sciences and of qualification of expert in informatics and got the bachelor degree. In 2006 – 2009 studied in the same University at the same faculty, got the master’s degree. In 2010 – 2014 studied in the Georgian Technical University at the faculty of informatics and Control Systems, got the PH.D. degree. The topic was: Mathematical model of educational social networks and their use in teaching process. In 2009 passed the Diplomatic Seminar of young Jewish leaders, organized by Ministry of Foreign Affairs in Jerusalem and got the certificate. In 2014 made cryptography course provided by Stanford University and got certificate. In 2014 – 2015 made Cyber Security specialization (usable security, software security, cryptography, hardware security and capstone project) provided by University of Maryland and got specialization. In 2016 -2018 has graduated from many programming and cyber security courses provided by different leading Universities and got the corresponding certificates.
Work experience: In 2002 worked in USA in Eisner Camp as a counselor. In 2003 began to work in Jewish school Tiferet-Zvi as the computer teacher. In 2009-2014 worked in Maalot Zeidner Institute as computer science lecturer. In 2011-2013 worked in Georgian Technical University as a major teacher. In 2014 worked in Georgian Technical University as associate professor. In 2012-2014 worked in Or Avner school as computer teacher. In 2009-2015 was a director of computer center LTD “Maxitop”. In 2014- 2017 was a head of computer science bachelor program in Georgian Bank University. In 2015-2017 was involved in post-quantum cryptography scientific project as a young researcher. Now he is involved as researcher in “digital signature schemes in post-quantum war” scientific project. He uses to be the invited speaker at international cyber security conferences; Maksim is the IT consultant in international organizations. Since 2015 works in Georgian Technical University as invited professor. In 2014- 2015 worked in Caucasus University as associate professor. Since 2015 is professor in this university. Since 2018 is affiliate professor and the head of cyber security direction in Caucasus University. Maksim is the author of many scientific papers. The topics of the papers are: cyber security, cryptography, post-quantum cryptography, quantum cryptography, mathematical models and simulations.
Winner of the best young scientist award by Shota Rustaveli national foundation in 2018. Got the best paper award on international scientific conferences IVUS 2018 and IVUS 2019 in Lithuania.
Diana Popova
Director
Education: 2001-2005 Studied at Ivane Javakhishvili Tbilisi State University, Faculty of Applied Mathematics and Computer Sciences.
In 2013 completed the course of International Accounting Standards and Taxation, provided by the Accountants Training Center. Within the same year, she studied Business Management and Accounting Software FINA.
Currently is a student in the Cyber Security Master’s Program at the Faculty of Informatics and Control Systems of the Georgian Technical University.
Professional experience:
2012-2014, was a teacher of Mathematics at the International Training School. 2012-2014, was an assistant accountant at MAXITOP LLC. 2014-2016 was working as an accountant at MAXITOP LLC. 2015-2016 was a financial manager of GZA-2006 LLC. 2017-2018, was working as a fund custodian in the Mikheil Shengelia Museum of The History of Georgian Medicine.
2018 – to present is working as the NNLE Scientific Cyber Security Association. Since 2023, she is the director of the association.
2020-to present is actively involved in many scientific projects regarding post-quantum cryptography and 5G Security.
Is the author of several scientific publications.
Andria Gotsiridze

Founder of Cyber Security Studies and Education Center “CYSEC“. In 1995-2001 Andria Gotsiridze served at several positions before taking the post of a Head of division at the State Military Scientific Technical Centre DELTA. His working experience includes senior positions in Georgian Ministry of Defense (MoD) and Intelligence Services. He was a Director of the Cyber Security Bureau (MoD) in 2014-2016, Inspector General in 2012-2014 and served at the Foreign and Military Intelligence services as a head of various departments in 2001-2008. Between 2008-2012 Mr. Gotsiridze switched his career to private sector and supervised Security Department of JSC “PrivatBank” (Ukraine) and JSC “Bank Constanta”. The area of his reponisbilities included IT security, operational risks, antifraud management, internal security, and integrity checking.
Under his leadership, the Cyber Security Bureau developed Georgia’s first Cyber Security Policy and Strategy and has initiated number of cyber security projects, such as, Cyber Reserve and multi-componential cyber security awareness raising project. He supported to train and employ soldiers wounded in international missions as trainers in cyber security.
Mr. Gotsiridze gives lectures at Caucasus University and International Black Sea University, Civil Servant Course organized by GFSIS (Rondeli Foundation) and is currently involved in several projects as a Cyber Security Advisor at the Georgia Innovation and Technology Agency. He is co-author of Cyber Security Generic Reference Curriculum published by NATO PFPC in 2016.
Vladimer Svanadze
Head of international projects
Vladimer Svanadze is a pre – eminent Georgian cybersecurity expert, founder and chairman of the Internet Development Initiative (IDI). As a Managing Partner he established the Cyber Security Academy (CSA) and the “Georgian Information Security Association (GISA)”. Mr. Vladimer is a Senior Policy Analyst at the Global Foundation for Cyber Studies and Research (GFCSR).
Vladimer is an Invited Lecturer at the University of Georgia. In the scope of official cooperation with the Ministry of Defense of Georgia, Mr. Vladimer was a Consultant of the “LEPL Cyber Security Bureau” in 2015 – 2016. He was involved in the preparation of the final version of 2017 – 2018 and 2021 – 2024 National Cybersecurity Strategies and Action Plans of Georgia. Additionally, he was involved in the working process related to a new legislation regarding Information Security. Mr. Vladimer holds the position of Chairperson in the committee of “Digital Transformation and Cybersecurity” established in the scope of International Chamber of Commerce (ICC) in Georgia. He is an organizer of the annual International Festival of Cyber Security (IFCS) as well as Initiator and organizer of the initial Georgian Internet Governance Forum (GeoIGF) held in 2016;
Mr. Vladimer owns MA in Political Science (International Security and International Development); He is a PhD Candidate of Public Governance “Cybersecurity Strategy and Policy Governance” and an author of numerous academic articles and workpapers, including the first Georgian book on Cyber Security “Cyber Defence: Main Players of Cyberspace. Police, Strategy and new Challenges of Cybersecurity, 2016”. Mr. Vladimer is a National Expert of USAID since 2019.

I graduated from Moscow Lomonosov State University, and have PhD and Higher Doctor of Sciences degrees from Moscow Lomonosov State University and Mathematical Institute of Georgian Academy of Sciences.
I have more than 30 years experience of teaching and research, as well as administrative work experience in Moscow Lomonosov State University, Tbilisi Javakhishvili State University, Caucasus University, International Black Sea University, International School of Economics at Tbilisi State University, Bank of Georgia University and European School Tbilisi.
I have a big experience of teaching Mathematics and Economics and related subjects both undergraduate and graduate levels. My research interests include: Mathematical Economics, Financial Mathematics, Optimization Theory, Statistical Analysis, Decision Making Theory, Differential Equations, Mathematical Physics, Mathematical Modeling, Cyber Security. I am an author of more than 40 scientific articles. Since 2013 I’m the IB DP Examiner and AP Rater. Since 2017 I’m the Council of International Schools Evaluator.
Recently I work at the Bank of Georgia University as full professor of Finances and at the International Black Sea University as Business Studies Coordinator.
